my dell laptop wont by pass the dell bios screen all it says is {WINDOWS COULD NOT START BECAUSE FOLLOWING FILE IS MISSING OR CORRUPT|}

You surely have a corrupted OS due to viruses. you can fix the problem with a recovery software, but I doubt if it functions and corrects the problem 100%. Suggest you to reinstall your OS and don’t forget to have a antivirus software installed on your laptop. I’m sure by the reloading of the OS your problem is most definitely solved.
